Selling up and the 10% Commission Rule

The 10% commission paid to site owners under the Mobile Homes Act 2013 is always a sticking point. Do you think this is a fair trade for park maintenance, or does the legislation need updating?
It is definitely a sore subject. I can see the argument that it keeps the parks profitable and well-maintained without hiking the monthly pitch fees to the moon, but when property prices soar, 10% feels like a massive hit to the seller's retirement pot. Has anyone here actually found a park that charges less than the maximum 10%, or is it a hard and fast rule everywhere?
I have heard of one or two smaller, independent sites occasionally negotiating it down to 7% or 8%, but it is incredibly rare. Most site owners see that 10% as their primary business income. It is a bitter pill to swallow for the seller, especially given how property values have shot up since the 2013 Act came in, but without it, pitch fees would likely double overnight to cover the park's maintenance
