Pets on parks: Are site rules getting stricter?

We see a lot of parks advertising as 'pet friendly' but then restricting it to one small dog. Have you found it difficult to find a park that welcomes your pets?
the one small dog or one indoor cat rule seems to be the standard across almost every new park now! It is a real shame because retirement is the perfect time to have the companionship of a couple of pets. I wonder if park owners are mostly worried about noise complaints, or if it is just a blanket rule to make their lives easier?
It is definitely about noise and fouling.

Sadly, a few irresponsible owners over the years have ruined it for the rest of us. We are lucky enough to be on a fully pet-friendly site in Somerset, but the park manager strictly enforces a 'dogs on leads at all times' rule outside the boundary of your own pitch.

It is a very fair compromise in my opinion, but you really have to read the park rules with a magnifying glass before buying
